The City of Columbia will be hosting a Public Meeting at its next City Council meeting to consider a resolution authorizing acceptance of a loan from the Drinking Water State Revolving Fund (DWSRF) program in support of the City’s Long Term Water Supply Program (LTWSP). Specifically, the DWSRF loan is provided as a critical infrastructure investment for expansion of the City’s Water Treatment Plant. Details of the Public Meeting are as follows:
Meeting Date: Thursday, May 14, 2026, at regular City Council Board Meeting
Time: Discussion and hearing for this Agenda Item will begin after 6:00 p.m. (Board Meeting starts at 5:30 p.m.)
Location: City Hall, Council Chambers, 700 N Garden Street, Columbia, TN 38401
Project Title: CPWS LTWSP Water Treatment Plant Expansion Phase 2
DWSRF Loan Amount: $75,000,000.00
This loan is estimated to require annual debt service payments of $3,824,730 over the course of 30 years. These payments will be made from water system revenues and water system rates, fees and charges must be set at levels sufficient to pay debt service on this loan, in addition to all other debt service and expenses of the water system. This loan is one of the sources of funds contemplated as part of the overall long-term water supply funding strategy discussed by the City Council as part of the Water Rate Action adopted in January of this year. Columbia Power and Water Systems projects that the Water Rate Action will generate revenues sufficient to provide for the payment of debt service on this loan and the other debt components of the long-term water supply funding strategy.
